Center Introduction

Due to rapidly declining and aging population in the agricultural sector, labor shortages in rural villages are worsening. To help address worsening labour shortages, Gangwon Province has opened the Agricultural Workforce Support Center.

The Agricultural Workforce Support Center matches Korean job seekers interested in farming jobs with farmers in need of workers.

In addition to domestic workforce matching, the Center also supports farmers to fill labor shortages during busy farm season by providing access to workers from foreign countries under the Seasonal Worker Program (SWP).

Main Functions

1. Stable Matching of Domestic Agricultural Workforce

  1. Operation of the ‘Agricultural Workforce Support Group’ in cooperation with local Self-Help Centers
    1. Provide jobs to low income families
    2. Help farmers to fill labor shortages
  2. Job matching between job seekers and farmers
    1. Provide information on farming job vacancies
    2. Connect farmers with job seekers interested in farming jobs.

2. The Seasonal Worker Program

  1. Supporting municipalities in Gangwon Province to carry out the Seasonal Worker Program
    1. Assist cities and counties in finding and diversifying foreign partners under the Seasonal Worker Program
    2. Assist cities and counties in communicating and signing a Memorandum of Understanding (MOU) with foreign municipal governments
    3. Provide interpretation and translation service (English, Vietnamese) to cities and counties in relation to the Seasonal Worker Program.
  1. Working Condition Improvement and Human Rights Protection for Seasonal Workers
    1. Offer a health insurance program specially designed for seasonal workers to help them get affordable health care while working in Korea in partnership with Jublilee Medical Insurance.
    2. Provide interpretation and counseling services to seasonal workers.
    3. Operate the ‘Monitoring Group’ to check compliance
